The Raman spectrum of BF3 was photographed using a purified preparation obtained from the thermal decomposition of C6H5N2BF4. Of the lines observed, that with the frequency 888 cm^—1 is certainly, and the band at 439–513 cm^—1 is probably due to BF3. The Raman frequencies and the infra-red results of Bailey et al. are assigned to the fundamental modes of vibrations

Two discourses: Researchers and policy-making in higher education

The theme of this article focuses on how policy discourse and research discourse meet in contract research in higher education. The interplay of these discourses has consequences for researchers who have to balance conflicting demands, which we view as links between research and policy cycles. Two evaluation studies on the introduction and effects of new policy instruments are discussed, focusing on the interaction between policy needs, and research design. The examples are taken from policies in the development towards increasing self-regulation in higher education, of which Finland and the Netherlands are interesting examples in the European context

A Next Generation of Quality Assurance Models : On Phases, Levels and Circles in Policy Development

Quality assessment has been part of the feedback mechanisms of European higher education systems since around 1980. Due to internal dynamics, `erosion¿ of the effectiveness of firstgeneration quality assessment systems has led to loss of credibility (legitimacy) of these systems in the late 1990s. External dynamics also necessitate designing a next generation of quality assurance systems. They include notably a loss of transparency (hence, legitimacy) of the European higher education system through increased internationalisation (most notably through the Bologna process) which puts new, increased demands on institutional arrangements for quality assurance. In this paper, we first intend to schematise the developments of quality assurance in higher education by introducing a phase model of the effects of internal and external dynamics. Next, we will analyse this phase model from the perspective of argumentative policy inquiry. Finally, we will contrast policy developments in higher education with one other example, viz. environmental policy in the Netherlands. The conclusions of this comparison, as well as the new challenges set for quality assurance in higher education by the Bologna process, are the subject matter for the final section of our paper

Leaf Processing in a Slough of an Ozark Stream

Processing of sugar maple (Acer saccharum), black oak (Quercus velutina), and American sycamore (Platanus occidentalis) was investigated in a slough of the Illinois River, Benton County, Arkansas, using 5-gram packs in wire baskets. Oak and sycamore showed similar degradation rates, while maple was processed much faster. All processing rates were strongly retarded during a period of siltation. Chironomid larvae were the dominant organisms associated with the packs and their numbers were depressed by the silt influx. Shredders were notably few in number as compared with studies from the northwestern United States

The Raman Spectra and Molecular Constants of Phosphorus Trifluoride and Phosphine

The Raman frequencies of PF3(l) were found to be omega1(1), 890 cm^-1; omega2(1), 531 cm^-1; omega3(2), 840 cm^-1; and omega4(2), 486 cm^-1, indicating a regular pyramid structure of the molecule. Three frequencies were observed for PH3(l): 2306 cm^-1, 1115 cm^-1 and 979 cm^-1. With the aid of electron diffraction data the standard virtual entropies of PF3(g), PCl3(g), AsF3(g), and AsCl3(g) at 25°C are calculated to be 64.2, 74.7, 69.2, and 78.2 cal./deg., respectively; that of PH3(g) is estimated to be 50.5 cal./deg. These data lead to the following free energies of formation at 25°C: AsCl3(g), -62,075 cal.; PH3(g), 2750 cal.; PCl3(g), -62,220 cal

New Implications of Lorentz Violation

In this proceedings, I summarize two recently discovered theoretical implications that Lorentz violation has on physical systems. First, I discuss new models for neutrino oscillations in which relatively simple combinations of Lorentz-violating parameters can mimic the major features of the current neutrino oscillation data. Second, I will present results on Yang-Mills instantons in Lorentz-violating background fields.
